MA Educational Innovation and Leadership

The Educational Innovation and Leadership Master’s Programme at Tallinn University is a full-time postgraduate programme designed for individuals who want to contribute to the improvement and transformation of education. Admission Requirements

Applicants for the Master’s programme must have a Bachelor’s degree or a corresponding qualification. Students who are completing their final year of Bachelor’s studies may apply without their final diploma and transcript, but they must provide a certificate showing their study results and submit their final diploma and transcript no later than July 1.

At least 60% of the possible maximum results is expected in order to qualify for studies at Tallinn University.

Applicants must upload all required documents by the application deadline. Entry qualification documents are accepted in English or Estonian. Depending on the applicant’s country and circumstances, additional country-specific documentation requirements may apply.

A motivation letter is required as part of the application. Applicants must also follow the programme-specific requirements for the motivation letter and submit all required assignments specified by the Educational Innovation and Leadership MA programme.

English Language Requirements

The programme is taught in English, and applicants generally need to provide evidence of English proficiency. Applicants who completed their previous education fully in English in the specified countries, including the United States, Canada, Australia, New Zealand, United Kingdom, Switzerland, or EU/EEA countries, may be exempt from submitting an international English test if they provide appropriate proof from their previous educational institution. Students who completed International Baccalaureate studies may also use their graduation documents as proof of English proficiency.

Accepted English-language qualifications include:

• IELTS Academic: 6.0 overall, with at least 5.5 in each component
• B2 First: 169 overall
• C1 Advanced: 169 overall
• C2 Proficiency: 169 overall
• TOEFL iBT: 72 for exams taken before January 21, 2026, with the specified minimum section scores
• TOEFL iBT: 4 for exams taken on or after January 21, 2026, with a minimum score of 4 in each section
• PTE Academic: 59, with a minimum of 59 in each component

Test results must remain valid when submitted. Specific exemptions are also provided for applicants from Finland, Latvia, and Lithuania under the conditions stated by Tallinn University.

Tuition Fees

The tuition fee for the programme is €2,100 per semester. In addition, an €100 one-time application fee applies.

Non-EU/EEA citizens are required to pay the first semester’s tuition fee before the beginning of their studies.

The programme is offered as full-time postgraduate study in Tallinn, Estonia. The nominal programme duration is 2 years, equivalent to 120 ECTS, and successful students receive an MA degree.
