Governance Technologies and Services

The Governance Technologies and Services Master’s programme at Tallinn University of Technology (TalTech) is a 1-year, full-time postgraduate programme worth 60 ECTS and taught entirely in English. The programme is designed to educate future leaders and experts in digital transformation, e-governance, digital state development, and technology-enabled public services.

The programme provides students with a broad understanding of how to build a modern digital state, develop seamless digital services, and work with the key components of an information society. Programme Structure and Curriculum

The curriculum consists of 60 ECTS and is completed over two semesters. During the first semester, students study Information Society Principles: Towards e-Governance, Public Sector Service Design and Implementation, and the e-Governance Legal Framework. Students can also choose electives such as Enterprise Architecture and BPM, Governing in the Digital Era, Introduction to IT and eGov Technologies, and Foundation of Cyber Security, along with free-choice studies.

The second semester includes the Master’s Exam instead of a traditional academic master’s thesis. Students can select from elective subjects including Entrepreneurship Project, Foundation for Data Science, Creating Innovation Capacities in Government, Information Management and Digital Archiving, and Estonian Language and Culture, together with free-choice studies.

Practical and Professional Learning

The programme has a strong practical focus and provides students with insight into innovative digital solutions. Students can participate in workshops involving representatives from organisations such as the Estonian e-Governance Academy, Ministry of Economic Affairs and Communications, Estonian ICT Cluster, NATO Cooperative Cyber Defence Centre of Excellence, and Trinidad Wiseman OÜ. The programme also maintains close cooperation with the Next Generation Digital State research group and provides opportunities to participate in virtual courses offered through the EuroTeQ Consortium.

Admission Requirements

Applicants must hold a Master’s degree or equivalent, or a Bachelor’s degree with a nominal study load of at least 240 ECTS. Alternatively, applicants may hold a Bachelor’s degree or equivalent combined with 5 years of work experience related to the development of the digital state.

Applicants must have achieved at least 60% of the highest possible CGPA. A GRE General Test or eGov Entry Test result must also be presented as a preliminary application requirement. Applicants should consult the university’s country-specific requirements for detailed information about accepted qualifications and required documents.

Educational qualification documents must be submitted in English or Estonian. Where documents are issued in another language, official translations must be uploaded together with the original education documents.

English Language Requirement

Applicants must provide adequate proof of English language proficiency. The accepted certificates and required scores are specified by Tallinn University of Technology.

The English-language requirement may only be waived if the applicant has completed on-site secondary education, a Bachelor’s degree, or a Master’s degree taught fully in English in one of the specified countries: EU/EEA member states, the USA, Canada, Australia, New Zealand, Switzerland, or the United Kingdom. If studies were completed in English but not on-site in one of these countries, an internationally recognised English language test is required.

Motivation Letter and CV

A separate motivation letter is required for each programme applied to. The motivation letter should explain the applicant’s perspectives and motivation for developing the information society and e-governance era. It should also provide an analytical description of e-governance using a selected country as an example, discuss previous experience in the field, and include practical experience in the public or private sector or with relevant technical solutions.

Applicants must also propose a potential case study topic for the Master’s exam related to Digital Transformation. The motivation letter must follow an academic style, use formal writing, and include proper citations and references for external sources. The university states that AI-generated text is not acceptable for the motivation letter, as it is intended to demonstrate the applicant’s genuine motivation.

A CV in Europass format and in English is also required. It should clearly present the applicant’s educational and professional background, participation in training, and publication list, if applicable.

The tuition fee is €7,000 per year, while studies are free for EU/EEA citizens. Scholarship opportunities are also available through Tallinn University of Technology.
