What the program is

The Master’s program in Public Policy at European Humanities University prepares specialists for public administration, civil society management, and professional work in international and regional public organizations. The program was developed jointly with the Faculty of Public Administration at Leiden University and the Netherlands Institute of Public Administration (ROI).

Program structure and career opportunities

The program develops skills in public policy analysis, development and implementation of public programs and projects, political decision-making, socio-economic analysis, political management, public dialogue, citizen participation, and public-private partnerships. The curriculum comprises 90–96 ECTS credits. Graduates can pursue roles in public administration, research centers, international and non-governmental organizations, political analysis and consulting, project and PR management, journalism, or continue to doctoral studies. The languages of instruction are Russian and English, and the full-time study duration is 1.5 years. Tuition is €3,500 for both EU and non-EU citizens.

Admission and language requirements

Applicants must hold a Bachelor’s degree and demonstrate English proficiency at B2 level or higher. This can be demonstrated through an online examination or TOEFL/IELTS certification, while eligible EHU bachelor’s graduates may use a qualifying final English score. Applicants must also submit the required academic and identification documents and complete an electronic application and online interview. Applicants educated outside Lithuania must undergo the mandatory, free recognition procedure through the Lithuanian Centre for Quality Assessment in Education (SKVC).
